BELLS INITIATIVE SAFEGUARDING POLICY 

1. POLICY STATEMENT 

BELLS Initiative is fully committed to safeguarding and promoting the welfare, dignity, and rights of all individuals it engages with, particularly children, vulnerable adults, and at-risk populations. The organisation adopts a zero-tolerance approach to abuse, exploitation, neglect, and any form of harm. This policy is developed in alignment with:

• The Constitution of the Federal Republic of Nigeria (1999, as amended) • United Nations Convention on the Rights of the Child (UNCRC)

• Universal Declaration of Human Rights (UDHR) • African Charter on Human and Peoples’ Rights • Relevant national safeguarding and child protection frameworks 

2. PURPOSE 

The purpose of this policy is to: • Protect beneficiaries from harm • Provide clear procedures for preventing and responding to safeguarding concerns • Ensure all personnel understand their responsibilities • Promote a culture of safety, accountability, and respect 

3. SCOPE 

This policy applies to: • Staff • Volunteers • Trustees/Management • Contractors and consultants • Partner organisations It covers all BELLS Initiative activities, including community outreach, healthcare interventions, and social support programmes. 

4. DEFINITIONS 

Safeguarding Actions taken to protect individuals from abuse, neglect, exploitation, and harm. Vulnerable Adult An individual aged 18 or above who may be unable to protect themselves due to physical, mental, or social conditions. Abuse Categories • Physical abuse • Emotional/psychological abuse • Sexual abuse • Neglect • Financial exploitation 

5. PRINCIPLES 

BELLS Initiative operates on the following safeguarding principles: • Dignity and respect for all persons • Best interest of the individual at all times • Non-discrimination • Confidentiality with accountability • Prompt action on all concerns 

6. ROLES AND RESPONSIBILITIES 

Management • Ensure policy implementation • Appoint a Safeguarding Lead • Provide resources and oversight Safeguarding Lead • Receive and manage reports • Liaise with authorities • Maintain records Staff and Volunteers • Comply with this policy • Report concerns immediately • Maintain professional boundaries 

7. SAFE RECRUITMENT PRACTICES BELLS 

Initiative shall: • Verify identity and credentials • Conduct background and reference checks • Require guarantor forms • Provide safeguarding training before engagement 

8. CODE OF CONDUCT 

All personnel must:

• Treat beneficiaries with respect • Avoid inappropriate relationships • Not engage in exploitation or abuse • Do not accept or give inappropriate gifts • Report any suspicious behaviour 

9. REPORTING PROCEDURES 

Step 1: Immediate Action Ensure the safety of the individual. Step 2: Report Report to the Safeguarding Lead within 12 hours. Step 3: Documentation Record details accurately and confidentially. Step 4: Escalation Refer to the appropriate authorities where required. 

10. CONFIDENTIALITY 

Information shall be shared strictly on a need-to-know basis. However, confidentiality must not prevent reporting of harm. 

11. RESPONSE AND INVESTIGATION 

• Prompt and fair investigation               • Protection of the victim and whistleblower                                                  • Disciplinary measures where necessary 

12. PARTNERS AND THIRD PARTIES

15. WHISTLEBLOWING AND PROTECTION

Individuals reporting concerns in good faith will be protected from retaliation.

health, safety, and welfare of all its staff, volunteers, beneficiaries, partners, and
members of the public who may be affected by its activities.


The organisation recognises that effective health and safety management is integral to
its mission of delivering community health outreach, social interventions, and
humanitarian services.

This policy is developed in alignment with:

• International Labour Organization (ILO) standards on occupational safety and
health
• United Nations principles on human dignity, safety, and well-being
